Bug: Boxes on top of full pallet reloads underneath full pallet

If there is a box resting on top of a pallet that is full of boxes, when reloading the game, that box seems to appear underneath the full pallet, knocking the pallet over.

Actually - i watched one load this time and it turns out the extra box loads FIRST, and falls on top of the "empty" pallet.
- then the boxes on the pallet load in
- and the overlap raises the pallet up, thereby flipping the full pallet
