ink on money even if i cut open the bag

i am taking jobs where it says no ink money. if you cut open the bag its not supposed to have ink right? i have taken three jobs and i always cut open the bags and it never used to give me inked money. when i put it in the washer it doesnt show ink on the money and same when i put it in the dryer. i store the money on a pallet by my sorting machine and when i pick it up from there it seems to have ink on it all of a sudden. im not sure if this is new but ive done a ton of no ink missions and it has never done this before. please help. it would be nice to have a better way to clean ink off of money rather than a sponge. maybe a different washer? or an upgraded washer? possibly a cleaning agent we could put in the washer to take the ink off of the money? im not sure but its getting annoying when i dont see ink in the washer or dryer then out of no where 75% of the money is soaked in ink
