Ink Stained Bills Sometimes Wont Clean

Not sure if this is where bug reports go but here we go >.> Having an issue where a Free From Ink objective wont accept clean bills. Sorted out the specific bills that were giving me issues, tried to clean them and the cant be accepted. See Picture attached

AdrianusSame here, I have 2 bills that are not marked as ink-stained but don't count as not ink-stained eider.
I can't scrub them.
I have a save file (not sure where to upload it)
