I Cant turn on the broken switch pretty sure its a bug maybe i am missing something? but i tried to reset game and also respawn (stuck function)

I'm assuming this is the "Light It Up" quest that is being referenced here. I am also having this issue, and I think it's due to grabbing the lever and fixing the switch before buying the UV light. Quest progress has stopped and my playthrough appears to be soft locked. If you need my save let me know.

I noticed there was a patch to address this issue, but I can confirm my save file is still soft locked and I am unable to progress the quest even after the update.
